Technical services (projects, programme and contracts management)

Our expert team work across all of the public sector in areas such as health, education and justice, working in large-scale and complex programmes of change that need to be driven forward. Clients require consultants with appropriate experience and a range of technical skills such as finance, procurement, programme and project management to help them deliver successful outcomes. We support complex procurement (PFI) and manage change and capital programmes for a wide range of public sector clients across the UK. Our work is underpinned by robust governance and risk management processes supported by our team's application of proven industry standard methods.

Key facts of the service:

  • Planning and programming - helping our clients build programmes and implement controls to run their projects fully including; preparation of project programmes, PMO set up and operation, programme review and analysis and preparation of logistics plans.

  • Scoping and feasibility - helping our clients prepare coherent project briefs and prepare the strategic options that inform the decision to proceed including; preparation of briefing documents, defining estates' strategies, producing business cases and option appraisals in line with the HM Treasury Greenbook.

  • Procurement - helping our clients to select professional teams and choose the right contractor, procurement route and contract for their projects including; framework procurement, capital project procurement, and total facilities management procurement.

  • Construction services - managing our clients' capital projects from inception to completion; acting as our clients' agent where the contract dictates, including, project management and monitoring, employer's agent / representative, interim contract management and development (property) management.

  • Project services - providing support and assurance services to maximise project delivery including; risk and value management, project recovery and assurance and benefits realisation and post project review.

  • PPP/PFI Due Diligence / Lenders Technical Advisor - we provide a professional technical assessment of projects for lenders, monoline insurers and private investors. This work includes bid, implementation and concession management assessment.

  • Independent Certification / Testing - a full technical compliance audit of projects and services to confirm fit-for-purpose status and facilitate contractual flow of unitary payments.

  • We lead, manage and negotiate procurement for projects. We provide the service based on our wide variety of experience of many procurement strategies (including PFI, PDS, PPP, developer schemes, and lease agreements) we offer integrated multi-disciplinary teams to provide expert review and challenge of deal proposals.
