Joint Venture (JV): 2020 Liverpool is an innovative joint venture partnership between Mouchel and Liverpool City Council, formed in October 2003 to deliver property and professional services to the City of Liverpool and other clients, both in the public and private sector. After the decline in manufacturing and port-related industries that Liverpool had experienced since the 1970s strategic partnering with the private sector was seen as an opportunity to inject new investment and follow a better understanding of specific markets. The council went through a long process to select the appropriate partner for 'Liverpool PLC' to grow the business. Liverpool City Council selected Mouchel to be the best partner, forming 2020 Liverpool as a joint venture partnership.
