Trust and Federations
The Education and Inspections Act (2006) created a potentially powerful form of partnering for schools and colleges centred on the creation of a Trust. The intention was to ‘advance education and promote community cohesion’ by bringing partners (schools and colleges, but also other bodies, organisations and companies) together to meet specified objectives for the benefit of students and the community. This involved moving beyond ad hoc projects and putting in place long-term, sustainable relationships, building on existing and new collaboration and developing a shared sense of direction.
It is anticipated that the skills and experience of Trust-appointed governors, including those from outside the field of education, will strengthen the influence and impact of the governing body and make a transformational contribution to schools’ ethos and performance. The ensuing strong leadership will give schools a clear sense of purpose and direction and make sure that resources and effort are focused on increasing opportunity and raising standards.
An alternative partnering arrangement involves the setting up of a Federation. This framework offers a range of approaches from a fairly ‘light touch’ Soft Federation to the more tightly structured Hard Federation, with amalgamation of governing bodies and adoption of joint leadership models.
Our role is to advise schools and colleges in their journey from initial interest to implementation, whichever form of partnering is chosen.
