Investment appraisal and business case development

We have wide-ranging skills and experience in developing Major Scheme Business Cases (MSBC) and undertaking economic evaluation/appraisal for large scale transportation infrastructure proposals for highway and public transport schemes. In addition we provide advice on ad hoc funding applications such as the Transport Innovation Fund (TIF) and Community Infrastructure Fund (CIF).

Our services include: option development, option sifting, appraisal and refinement, multi-modal transport modelling to determine option performance, working with designers and engineers to optimise designs and develop costing data, undertake economic appraisal and evaluation.

We use the DfT's COBA and TUBA tools to develop the economic case (usually based on outputs from traffic and transportation models) and prepare the Major Scheme Business Case submission documentation in conjunction with colleagues across Mouchel. We also liaise with the DfT officers throughout the consideration of the submission.
